Tim Kelley has worked in the public finance industry since 1987 and joined the Piper Sandler public finance team as a managing director in 2010 with a focus on providing investment banking services to issuers throughout the state of Texas. Kelley has provided investment banking services to a variety of municipal issuers in Texas, including state authorities, cities, counties, independent school districts, higher education authorities, municipally owned utilities and community college districts.

Throughout his career, Kelley has provided innovative and efficient solutions for complex financing programs to issuers across the state. He has a strong understanding of the credit requirements in the municipal marketplace and an expertise in sophisticated debt and cash-flow modeling.

Kelley has developed long-term financing plans for many large issuers using a variety of techniques including fixed-rate bonds, variable rate instruments and commercial paper programs. He has applied his considerable experience to ad valorem tax supported debt financings, independent school districts, community college districts, utility system financings, airport financings, as well as sales tax and hotel occupancy tax credits.

Kelley holds a bachelor’s degree in finance from the University of Texas at Austin and holds FINRA Series 7, 63 and 53 licenses.
